Stealing From Paul To Pay Hunter?

"The largest discrepancy between the exit poll results and the official results was in Ron Paul's totals. The exit poll showed Dr. Paul coming in second after Duncan Hunter with 90 (out of 308) votes and 29.22% of the total; the "official" results showed him coming in third with 217 (out of 1300) votes and 16.69% of the total."

With out the details of how this was done its hard to say much about the results. My guess is that this is an example of selection bias. Ron Paul supporters are far more worried about their votes "counting" and far more likely to engage someone doing exit polling. This would easily create the pattern of results you see.
